Epic Pen is a free Windows application for drawing over your desktop. With this app you can draw and write content in different colors over your wallpaper or application interfaces; which makes it the ideal tool for annotating presentations.
A few major features of this application is the ease of use, support for multiple monitors and hotkeys. Once launched, Epic Pen provides a small interface for selecting a pen, color and eraser for annotating your desktop. You can further shrink the interface of the app by checking the Hide Ink option; which hides inking features.

On the downside Epic Pen can be a little obtrusive during annotations as unlike what is claimed on the Sourceforge page, the app does restrict clicks and the only way to get rid of the pen seems to be to cancel the Epic Pen window.
